Transboundary Pollution and the Gains from Trade

چکیده
We analyse the effects of transboundary pollution on trade patterns and welfare in a general equilibrium trade model. Production in a dirty industry generates pollution that negatively effects productivity, both at home and abroad, in a clean industry. Trade may lead to the spatial separation of production but the existence of transboundary pollution can offset the benefits from specialization. We present a general model in which the effects of a country’s pollution is country specific. We analyse particular cases that correspond to an acid rain problem and a problem in which one country has a cleaner technology than the other. We also present some results for small, open economies to examine the effects of transboundary pollution in the absence of terms of trade effects. We acknowledge useful comments from Brian Copeland, Scott Taylor, participants at the Midwest International Economics Conference, and seminar participants at the University of Calgary, and University of British Columbia.

Strategic environmental policy under free trade with transboundary pollution
We analyze the effects of free trade on environmental policies in a strategic setting with transboundary pollution. Trade liberalization can result in a race to the bottom in environmental outcomes, making both countries worse off. With command and control policies (quotas), there is no race to the bottom. However, with internationally tradable permits, unless pollution is a pure global public ...

Abstract On 6 December 2006, Australia and Korea announced a joint study on a possible Australia-Korea free trade agreement (AKFTA) to promote trade and economic relations between the two countries. The paper provides empirical evidence on the possible gains and their transmission mechanism from this agreement. Significantly, it uses a new economic policy modelling approach, the endogenous grav...

It has often been argued that opening up the economy to increased international trade can transform a less developed economy into a developed economy. There is growing concern, however, about the environmental consequences of increased international trade. Typically, different countries have different environmental regulations and it is argued that the developed countries have more stringent en...
متن کاملCan trade be good for the environment?
We analyze the impact of trade in a differentiated good on environmental policy when there is local and transboundary pollution. In autarky, the (equivalent) pollution tax is set equal to the marginal damage from own emissions. If the strategic policy instrument is a tax, leakage occurs under trade and tends to lower the tax. The net terms of trade effect, due to the exportable and importable v...
متن کاملTrade Liberalisation, Transboundary Pollution and Market Size
This paper uses a monopolistic competitive framework with many sectors to study the impact of trade liberalization on local and global emissions. We focus on the interplay of the pollution haven effect and the home market effect and show how a large-market advantage can counterbalance a high emission tax, implying that trade liberalization leads to lower global emissions. Generally, our results...
